Airline carbon quotas planned by Brussels

| Times (UK): CHEAP flights are under threat as European Union officials this weekend finalise plans to give airlines "carbon quotas" that limit aircraft emissions. Passengers will have to pay up to €40 extra per return flight to cover the impact their trip has on the climate. New laws are expected to be announced this week or next by Stavros Dimas, the EU environment commissioner.
