Canada: Provinces signing climate deals with states

| Globe and Mail: At least seven provinces have joined climate-change plans with U.S. states, a trend environmentalists say is long overdue given their authority over the coal- and gas-fired power plants that are the continent's biggest source of greenhouse gases.
